• Lack of physical & visual connection to/from the beach
• Limited range of businesses
• Lack of signage to the shopping centre
• Short opening hours of the library
• Lack of ATM
• Nowhere to sit and have coffee
• Lack of signage and enforcement of the liquor ban
• Litter, vandalism, tagging and other graffiti
• Some residents don’t feel safe

 

Opportunities

 

• Development of the underutilised spaces adjoining the shopping centre
• Increased residential activity in and around the shopping centre
• Urban design study

 

Concerns

 

• Blanks walls at ground level
• Competition from retail in the CBD
• Ground floor shops becoming residential
• High density apartment-style developments in the shopping centre
• Loitering around the shopping centre
• Absence of lighting and security
• Skateboarders using shopping centre
• Some anti-social behaviour

 

Proposed Actions

 

Residents and PCC to undertake an urban design study to look at the shopping centre in Titahi Bay. Particular attention should be given to:
• community facilities, especially for elderly and youth
• the pub
• community buildings
• seating
• lighting and security
• linkage with other shops in the Bay
• the promotion of the shopping centre with an entrance statement
• ensure the plan follows the Urban Design Protocol
• modernise the gardens to reflect the village character

 

Plan a development that makes a safe pedestrian connection between the shopping centre and the beach.

 

Improve the public toilets in the shopping centre.

 

Develop and encourage cafes and al fresco dining in the shopping area.

 

Install an ATM.
